USA Today reports that Visa now requires Walmart to accept signatures for transactions with the new 'chip-enabled' debit cards. Walmart says they want people to use PINs because it's more secure.

The liability in fraud cases connected to debit cards shifted last year to retailers, who are now required to adopt payment terminals last year to accept the chip-based cards. The chips make it more difficult for hackers to get info stored in the card, as opposed to magnetic strips that can be scanned through purses, wallets and pockets, but it sounds like retailers don't love the chips.
