What IS this?

Earlier this week, I was driving south on Harrison in East Lansing when I pulled up behind this truck. I sped up to get a better look, because from a distance it didn't look like anything I'd seen before. Obviously, it's a piece of shiny, new farm equipment - not some funky party decor, as I hoped it might be.  Is it a planter?  Inquiring minds want to know.  Thank you.
